Case Study - Direct Payment Payroll for Service Users

Background

Service User awarded care package by local council. PA to employ to assist with personal care, shopping & cleaning. No previous experience of being an employer. Worried about paying the PA and dealing with HM RC. Given a PayPartners contract pack by the local council and asked to contact PayPartners for help & advice.

Requirement

PayPartners talk through procedures of becoming a new employer for HMRC purposes & employee purposes (tax forms, holidays etc). Service Users mind put at ease and told not to worry as PayPartners will take care of HMRC registration, and set up PA details in preparation for payroll. PayPartners will process payroll. Send back to service user payslip for PA, copy payslip, payment report and payroll analysis for council audit purposes. Service user makes payment of wages to PA and hands payslip to PA. PayPartners keep note of HMRC deductions and advise Service User of payover at quarter end. Complete pay in slip and forward to Service User to make payment from HMRC

Service User now keeps note of PA hours worked each week and contacts PayPartners at the end of the pay period (every 4 weeks) for payroll run. Service User telephones in hours (24 hour availability via message service) and can also be e-mailed.
